Just checked lotro-wiki.com and they're not available till level 35. 

Those people we've seen at level 15 with mounts are actually LD'ed on normal
mounts apparently. 

Man.. I enjoyed last night... love the way they've interwoven the quests in-game
with the happenings in the books.

Making me wish I'd re-read LOTR before starting actually... I'd forgotten about
Mr  Underhill for example...
